Police documents state that Lacy 'recklessly passed multiple vehicles at a high rate of speed' on December 17. His driving allegedly forced two vehicles in a northbound lane to swerve away from him before one collided head-on with a southbound car. Despite the crash, Lacy reportedly drove away without reporting to the authorities.

One of the passengers involved, Herman Hall, was critically injured and passed away after being taken to the hospital. It was later revealed that the 78-year-old was a former US Marine.
