England mayors to be handed powers to tackle scourge of e-scooters in devolution push by Angela Rayner

Mayors will be handed new powers to crackdown on the scourge of e-bikes and e-scooters being dumped on pavements under the biggest proposed overhaul of local government in 50 years. Under the plans, to be unveiled today by Angela Rayner, regional mayors would be able to introduce sanctions such as fines for operators and users who abandon devices in hazardous ways.

The move will be welcomed by charities for the elderly and disabled, which have warned that surging numbers of abandoned devices are making it difficult for people to use pavements in towns and cities across the country. Under the overhaul, dozens of councils will also be abolished, with some district authorities being merged into new unitary ones to cut bureaucracy.

It comes after Ian Hislop was hit by an e-bike while crossing a road in London last week, leaving him needing medical treatment. The Private Eye editor and Have I Got News for You panellist was spotted wearing a large white bandage on Wednesday night following the accident earlier in the day.

Despite the collision, the 64-year-old is said to be 'okay' after receiving treatment for his injuries. This comes after Mr Hislop was showered with glass after an incident where it was feared a gunman had shot at his taxi, but it turned out to be a mechanical fault with the vehicle.
