Man fined after e-bike hire bay painted round his car on London street while on business trip A man who returned from a business trip to find an e-bike bay had been painted around his car outside his west London home is to challenge a fine he was issued for parking there.

Defending the location of the bay in the email, a council worker wrote: “The aim of the most recent consultation to introduce new rental e-bike parking bays was to fill gaps in the existing network of bays.

This reduces the time for users of the bikes to pick up a bicycle, but also means that users are more likely to park them in the designated bays, rather than leaving them inappropriately on footways – the behaviour that the council aimed to address when it made a Key Decision in 2023 to implement designated parking bays for rental e-bikes.

Cezary said living right beside the rental e-bike bay, which is located on the corner of Westbourne Park Road and Basing Street, has been a “nightmare” since it was installed in September and caused many sleepless nights.

Cezary Bednarski, 72, was ‘”astonished” to return from the 10-day trip to find Kensington and Chelsea Council workers painted the new bay around his vehicle and he had been given a ticket he claims was printed minutes before the new changes came into force.
