DWP benefit and state pension changes coming in 2025 - everything you need to know

A whole host of benefit changes are set for next year - here is a round up of what you need to keep an eye on. Some major changes will be introduced next year in regard to Department for Work and Pension (DWP) benefits and the state pension. One of the biggest will be the end of the department's Managed Migration programme and the end of legacy benefits for good.
Alongside this, Scottish benefit claimants will be moved onto new ones which will be managed by Social Security Scotland through its devolved benefits plan. Finally, the deadline for National Insurance top-ups is approaching after being pushed back twice. A lot of the things taking place this year will need a note in the diary for sure. So, here we break down all the money changes taking place throughout the year in 2025.
In Scotland, people getting Attendance Allowance will begin to be automatically transferred to the new benefit called the Pension Age Disability Payment (PADP). Pension Age Disability Payment is the 15th benefit administered by Social Security Scotland and is for people of State Pension age and over who are disabled or have a long-term health condition that means they need help looking after themselves or supervision to stay safe; or are terminally ill.
It is not means-tested and, depending on the needs of the recipient, is worth between £290 and £434 a month. The benefit opened for new applications in October this year; however, now, those currently claiming the DWP equivalent will automatically start to move over.
