The man, 27, was detained after "displaying unusual behaviour" at the airport where he was set to travel on Wednesday, according to the Independent Office for Police Conduct (IOPC).
The investigation started the same afternoon after the Home Office referred the case to the IOPC, which added investigators have been sent to the scene to begin gathering evidence.
