Three inmates are still on death row because their crimes were so heinous that Joe Biden refused to lessen their sentences. Today, the US president explained he would commute the sentences of 37 of 40 people currently on federal death row, downgrading their punishment to life imprisonment. It comes just weeks before President-elect Donald Trump - who has been an outspoken supporter of expanding capital punishment - takes over at the White House.

Among the lives spared were people convicted of murdering police and military officers, some who were killed during bank robberies and drug deals, or those who were killed on federal land. After the sweeping move, only three federal inmates still face the execution chamber. They include racist church killer, Dylann Roof, who slaughtered nine Black congregants at a church in South Carolina in 2015. Boston Marathon bomber Dzhokhar Tsarnaev; and Robert Bowers, who fatally shot 11 congregants at Pittsburgh's Tree of Life Synagogue in 2018, will still face lethal injection.

White supremacist Dylann Roof was convicted of killing nine black worshippers in a church in South Carolina in a racially motivated attack back in 2015. Dylann Roof was found guilty of federal hate crimes and now faces the death sentence. Jurors also convicted the 22-year-old guilty of obstructing the exercise of religion for those he shot after sitting with them in a Bible study.
